The depository is located on a territory of approximately 40 hectares and contains about 12 million tons of uranium process tailings and oil shale ashes, deposited there since the secrete uranium production factory of the Soviet Union was established in 1948.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1160 alignnone\" src=\"http:\/\/ecosil.ee\/wp-content\/uploads\/2020\/03\/JH-vana-aeropfoto-300x201.jpg\" alt=\"\" width=\"300\" height=\"201\" srcset=\"https:\/\/ecosil.ee\/wp-content\/uploads\/2020\/03\/JH-vana-aeropfoto-300x201.jpg 300w, https:\/\/ecosil.ee\/wp-content\/uploads\/2020\/03\/JH-vana-aeropfoto.jpg 439w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>The construction of the depository started in the fifties. At first, it was intended to surround the depository by a 12-meter high dam (dyke); by now the absolute height of the embankment is 24,5\u2026. 25,5 meters. The embankments are filled with gravel and pit sand, ashes from the depository, , construction and tailings.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1158 alignnone\" src=\"http:\/\/ecosil.ee\/wp-content\/uploads\/2020\/03\/ekosil9.jpg\" alt=\"\" width=\"250\" height=\"167\" \/><\/p>\n<p><strong>The tailings<\/strong><\/p>\n<p>Poisonous and dangerous refuse &#8211; greyish brown slurry, containing uranium and heavy metals, acids and other chemicals &#8211; remains from the processing of the uranium ore, both dictyonema shale and up to 100 times richer ore, later imported from the Eastern countries.<\/p>\n<p>12 million tons of these substances &#8211; uranium refuse mixed with oil-shale ashes make up the &#8220;Uranium Lake&#8221; of Sillam\u00e4e.<\/p>\n<p>During years and decades the substance consolidates and changes into a clay-like (clayish) mass. In Sillam\u00e4e, it has happened partially: there are places where one can walk on the surface lake and places where a stone, thrown there disappears immediately.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1159 alignnone\" src=\"http:\/\/ecosil.ee\/wp-content\/uploads\/2020\/03\/ekosilh3.jpg\" alt=\"\" width=\"250\" height=\"166\" \/><\/p>\n<p>Sillam\u00e4e depository is located immediately by the sea. The seaside dam is not farther than 30 to 50 meters from the waterfront.<\/p>\n<p><strong>Environment hazards<\/strong><\/p>\n<p class=\"text\">Research has proved that there exist both hazards: direct &#8211; constantly spreading pollution &#8211; and indirect &#8211; the seaside dam of the depository is instable and may break.<\/p>\n<p class=\"textforlist\">The pollution spreads from the depository in three different ways:<\/p>\n<ol class=\"textforlist\">\n<li>Rain and water pouring from the mainland from time to time slowly seep through the mass of tailings and carry dangerous substances (uranium, thorium, barium, strontium, arsenic) to the sea;<\/li>\n<li>In the summer almost the whole surface of the depository is dry and wind carries dust form the depository to the surroundings and residential areas of Sillam\u00e4e, which are located approximately 1,5 to 2 km from the depository;<\/li>\n<li>The depository emanates radioactive gas &#8211; radon &#8211; which partially spreads over the town as well.<\/li>\n<\/ol>\n<p class=\"text\">In case the seaside embankment breaks, incalculable quantity of dangerous substances may flow into the sea.<\/p>\n\n<\/div>\n<\/div>\n<\/section>\n\n<section class=\"av_tab_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div aria-controls=\"tab-id-2\" role=\"tab\" tabindex=\"0\" data-fake-id=\"#tab-id-2\" class=\"tab \"  itemprop=\"headline\" >History of the project<\/div>\n<div id=\"tab-id-2-container\" class=\"tab_content \" aria-hidden=\"true\">\n<div class=\"tab_inner_content invers-color\"  itemprop=\"text\" >\n<p>The restructuring project of Sillam\u00e4e refuse depository was launched by the Republic of Estonia in co-operation with Silmet Grupp Ltd. in the summer of 1997, when in the framework of EU Phare Environment program pilot project an application for the development of technical project for restructuring (cost approx. 7 million EEK) was submitted.<\/p>\n<p>In co-operation with Los Alamos State Laboratory an international technical conference was arranged for preparation of the projecting work. The conference, being financed and supported by NATO, took place in Tallinn, at the National Library from Oct 4 to 9, 1998. Representatives from 13 countries attended the conference.<\/p>\n<p>In co-operation with the Geotechnic Institute of Norway an application was submitted to the state of Norway to finance an up-to-date Geotechnic monitoring system (inclinometer). The application was approved and installation together with surveillance training is planned for the year 2000.<\/p>\n<p>In spring 1998 the pilot project application, submitted to Phare Environment Program was approved and Wismut GmbH won the international bidding for designer.<\/p>\n<p>In July 1999 the European Commission approved the application of the Republic of Estonia to finance the restructuring project of Sillam\u00e4e refuse depository in the extent of 25% (5 million EUR) form the funds of Phare LSIF and on Dec 23, 1999 the final protocol between the Republic of Estonia and the European Commission about financing the project was signed.<\/p>\n<p>On October 13, 1999 the Minister of Environment of Estonia, the representatives of the governments of the Nordic Countries and the Financial Corporation of the Nordic Countries together with the executives of Silmet Grupp Ltd. and \u00d6kosil Ltd. signed the contract about the restructuring project of refusal depository in Sillam\u00e4e. The contract estimates liquidation of one the most dangerous and talked about pollution object over the decades by 2006.<\/p>\n\n<\/div>\n<\/div>\n<\/section>\n\n<section class=\"av_tab_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div aria-controls=\"tab-id-3\" role=\"tab\" tabindex=\"0\" data-fake-id=\"#tab-id-3\" class=\"tab \"  itemprop=\"headline\" >Financing and administration of the project<\/div>\n<div id=\"tab-id-3-container\" class=\"tab_content \" aria-hidden=\"true\">\n<div class=\"tab_inner_content invers-color\"  itemprop=\"text\" >\n<ol class=\"textforlist\">\n<li>On April 24, 1998 the Estonian Ministry of Environment applied for assistance of the governments of the Nordic countries in the Sillam\u00e4e remediation project (estimated cost 20 million EUR);<\/li>\n<li>In October 1998 the Financial Ministry of the Republic of Estonia delivered an application about co-financing the remediation project of Sillam\u00e4e, costing 20 million EUR in the extent of 25% (5 million EUR) out of Phare LSIF funds; the price estimation of the project based on Swedish, German and East-European experience, considering the differences in the cost of living.<\/li>\n<li>The experience of Sillam\u00e4e International Expert Reference Group (SIERG) about restructuring the Ranstad (Sweden) tailing pond supported the calculations of Estonia. Representatives of Finland, Norway, Denmark and Estonia as well as NIB\/NEFCO and the European Commission attended the meetings of financial donors on May 3 and 27, 1998 (presided by Harry Liiv and Allan Gromov) at the Ministry of Environment; Oct 6, 1999 (presided by Marko Tuurmann) at the National Library and on April 23, 1999 (presided by Harro Pitk\u00e4nen, NEFCO) at the Ministry of Environment.\n<p class=\"text\">The work of the designer was discussed, complemented and approved and the following financial scheme was developed:<\/p>\n<p class=\"text\">Cost of the project: 20 align=\"right\"><\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/li>\n<li>Information acquired and decisions adopted at the discussions:\n<ol class=\"textforlist\">\n<li>NEFCO would be the financial manager for directing the financial share of (IFI) Phare and donor countries to the project;<\/li>\n<li>The project management unit would be established to \u00d6kosil Ltd. founded with the aim of restructuring the refusal depository in Sillam\u00e4e, NEFCO prepares the terms of reference of the management unit and the financial memorandum between all participants of the project;<\/li>\n<li>The information of construction companies of Estonia and price of building materials in East-Virumaa are considered for making preliminary calculations of all local works for the general budget of 20 million EUR;<\/li>\n<li>European supervision and quality requirements should be followed for carrying out the project; if Estonia lacks specific skilled know-how, the latter would be acquired from foreign countries;<\/li>\n<li>The Steering Group, consisting of the representatives of all donor countries and organizations would be established for financial supervision; the steering will adopt the budgets of the project management unit;<\/li>\n<li>According to the requirements of the European Commission the project should be launched in 1999; the rules of the European Commission (Decentralized Implementation System &#8211; DIS) should be applied for procurement, contracting and financing of the project.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n\n<\/div>\n<\/div>\n<\/section>\n\n<section
